Gerlach demands withdrawal of cannabis legalization - Bavaria's Health Minister Demands Full Repeal of Cannabis Legalization Over Teen Use Surge

Bavaria's Health Minister Judith Gerlach is calling for the reversal of cannabis legalization. She argues that recent policy changes have led to increased use of cannabis among teenagers. Her push comes as the CDU and CSU step up efforts to overturn the 2024 law.

Gerlach has long opposed partial legalization of cannabis and now demands its full repeal. She points to a survey showing 12% of Bavarian 15- and 16-year-olds used cannabis in the past year—double the rate recorded in 2007. Problematic consumption of cannabis in this age group has also risen, according to her statements.

At the CDU's recent party conference, motions were tabled to reverse the legalization of cannabis. Health Minister Nina Warken, leading the Women's Union, backed the move. Gerlach urged the Union bloc to act quickly within the governing coalition.

So far, progress has stalled. The SPD blocked related reforms on medical cannabis as of mid-January 2026. Gerlach remains determined, insisting the Union must take the lead in rolling back the changes in cannabis policy.

The debate over cannabis legalization continues to divide the coalition. Gerlach's campaign highlights concerns over youth consumption of cannabis, while the SPD's resistance keeps reforms on hold. The outcome will depend on whether the Union can gather enough support to overturn the law.
