Cebu City proposes tax breaks for businesses boosting public health
A new proposal in Cebu City aims to reward businesses that promote healthier lifestyles. The Cebu City Health Promotion Incentive Ordinance of 2026, drafted by Councilor Michelle Abella-Cellona, would offer tax breaks and regulatory benefits to qualifying companies. The goal is to make nutritious food and wellness services more accessible across the city.
Under the proposed ordinance, businesses must operate within Cebu City and focus on health-related activities. Eligible sectors include food retail and wholesale, fitness and wellness services, and professional nutrition or dietary advice. Companies would need certification and regular compliance checks by city authorities to qualify.
Incentives would be performance-based and limited to the health-promoting portion of a business. Qualified enterprises could receive partial reductions in mayor's permit fees, business taxes, and sanitary inspection charges. Non-monetary perks, such as faster permit processing and a 'Healthy Cebu Business Seal', would also be available.
The measure is still under review by the Cebu City Council. No data exists yet on how many businesses have applied for or received certification under the scheme.
If approved, the ordinance would provide time-bound incentives to businesses that meet health promotion standards. The city hopes to encourage more companies to support wellness initiatives. Officials will monitor compliance to ensure the benefits reach qualifying activities only.
