Dubai's new digital system transforms support for people of determination

Dubai has launched a new digital system to streamline services for people of determination. The project, part of the City Makers programme, connects nine government bodies under a single platform. Officials say it will simplify access to support and improve medical assessments. The initiative is led by the General Secretariat of The Executive Council of Dubai. It begins with a case assessment at an accredited facility and ends with the issuance of a SANAD card for easier service access. The system also links to the NABIDH medical record exchange platform, ensuring seamless data sharing.

Under the new model, medical reports will follow the International Classification of Diseases (ICD-10). This standardisation aims to improve report reliability and consistency. Dr. Atef Abdullateef Saleh, Head of the General Medical Committee Office at the DHA, highlighted that the project strengthens assessment criteria across all involved entities. Nine government bodies are participating, including Dubai Health, Dubai Police, and the Dubai Autism Centre. Maitha Al Shamsi, Executive Director of the Community Empowerment Sector at the CDA, called the initiative an advanced model of government integration. She added that it supports social inclusion while aligning with Dubai’s digital transformation goals.

The unified system replaces fragmented processes with a single digital journey. It ensures faster, more reliable access to services for people of determination. The project also reinforces Dubai’s One Government approach by standardising procedures across agencies.
