Marlborough Council Weighs Tighter Rules for Tattoo and Beauty Businesses
The Marlborough District Council is exploring new regulations for the appearance industry following numerous complaints about hygiene. This sector encompasses services such as waxing, manicures, tattooing, and body piercings. Currently, no national laws govern these businesses, leaving regulation to individual councils.
The council's move comes after concerns about poor hygiene standards in local salons and studios. Without a bylaw, officials lack the power to enforce health and safety rules. A proposed regulation could also introduce age limits and parental consent requirements for tattoos and piercings.
Council members remain divided on how extensive the rules should be. Some advocate for stricter oversight, while others question whether regulation is necessary. Before making a decision, the environmental health team will survey industry workers and gather public feedback. Not all opposition comes from outside the industry. Some professionals support the idea of regulation, citing risks from unchecked practices. However, no group is currently pushing for nationwide laws on the appearance sector. The Local Democracy Reporting initiative, supported by RNZ and NZ On Air, has highlighted this issue as part of broader concerns about public health standards.
If approved, the bylaw would grant the council authority to inspect businesses and set hygiene requirements. The consultation process will determine whether age restrictions and consent rules are included. For now, the industry remains self-regulated in Marlborough, as in most of New Zealand.
