Portugal's President Pushes for Strategic Health Pact to Reform Healthcare System

President António José Seguro has called for a Strategic Health Pact to bring stability and long-term planning to the healthcare system. The initiative aims to build consensus among political parties and health sector representatives. Former Health Minister Adalberto Campos Fernandes will lead the coordination of the pact’s development.

Among the negotiators, Liberal MP Joana Cordeiro has been chosen to represent the Liberal Initiative. Her appointment had been widely expected due to her extensive work in health policy over the past four years.

Joana Cordeiro currently holds two key roles in Parliament: coordinator of the liberal parliamentary group and vice president of the Health Committee. She has closely tracked the health sector’s challenges and is now pursuing a specialisation in Hospital Administration. Throughout her political career, she has pushed for a people-focused approach, prioritising measurable improvements in health outcomes.

The negotiations will include lawmakers from multiple parties. Alongside Cordeiro, the team features PS deputy Mariana Vieira da Silva, Livre’s Paulo Muaço, and physician Bruno Maia from the Left Bloc. Meetings with political leaders and sector representatives are planned, though no fixed deadline has been set. President Seguro has stressed the need for a pact that ensures predictability and continuity in health policies. The goal is to move beyond short-term fixes and establish a shared vision for the sector’s future.

The Strategic Health Pact will now enter a phase of discussions with lawmakers and health experts. Adalberto Campos Fernandes will oversee the process, while Joana Cordeiro and other representatives bring their policy experience to the table. The outcome is expected to shape healthcare planning for years to come.
