Putin orders sweeping education reform with AI and bioeconomy focus by 2026

Russian President Vladimir Putin has ordered a major reform of the country’s education system. The changes will focus on interdisciplinary learning and the integration of artificial intelligence (AI) into training programmes. The government has been given strict deadlines to implement the new measures across multiple sectors. The overhaul will require educational institutions to update their standards, placing greater emphasis on AI and cross-disciplinary skills. By September 1, 2026, the Cabinet of Ministers must submit revised proposals for these standards. Additionally, medical professionals will receive mandatory AI training under the new directives.

The reforms extend beyond education into the bioeconomy sector. The government must approve a long-term development strategy by June 1, 2024, which will include financial support and tax breaks for bioeconomy projects. By August 1, 2026, dedicated programmes to promote biotechnology and bioeconomics must be in place. To ensure progress, officials will evaluate the availability of skilled workers for bioeconomy projects by July 1, 2026. If needed, the number of state-funded university and college places in relevant fields will be increased.
