Russia eases fitness test rules for students and athletes in 2025

A new order from the Russian Ministry of Health will simplify medical requirements for fitness tests and student sports. The changes, set to begin on September 1, 2025, aim to cut down on paperwork while keeping safety measures in place. Some participants will no longer need individual medical certificates, though stricter rules remain for larger events and high-risk activities. Under the updated rules, individuals classified in health categories I and II will no longer require a separate medical certificate for GTO fitness tests or student competitions. Instead, a single note confirming their health category will be enough for group applications, removing the need for individual forms.

The standard medical examination process stays the same, including anthropometric measurements and cardiovascular risk assessments. Additional tests, such as an echocardiogram (EchoCG) or stress echocardiogram, may still be requested if doctors deem them necessary. For local fitness and recreational activities, a note from a primary care doctor will continue to suffice. However, high-intensity events must have a sports physician present, even for those in categories I and II. Organisers of mass sporting events involving over 300 participants will also need to provide an ambulance crew on standby. Participants in health categories III and IV, as well as those with disabilities, will still require special medical clearance before taking part in major official competitions.

The new order reduces administrative steps for many athletes and students while maintaining safety protocols. Stricter medical oversight remains for larger events and participants with higher health risks. The changes take effect on September 1, 2025.
